      Referring to your letter of 10th inst. addressed to the Hon: the Minister of Customs, in which you ask that Exchanges sent to you from kindred societies may be admitted without payment of duty,--

      I cannot give a positive ruling in this matter iwtout more information than is contained in your letter, but may sate that the Canadian Institute you mention enjoys no privelege, so far as this Department is aware, wihch is not conferred by the Tariff of customs. Item 759-244c. in the free list of the Tariff provides for the admission free of the publications of scientific associations, under certain conditions, and if the books you import come under its provisions, there can be no difficulty in their being admitted free of duty. I will refer your letter ot he Collector of Customs, Toronto, who will give you any further information you may require.
